‘The Future of Community Employment in Clare’
The Community & Enterprise, Section and the Clare Community
Forum financed and facilitated a study of Community Employment in
Co. Clare, following concerns by community groups in relation to
the decrease in numbers on the Community Employment Scheme in County
Clare.
CE participants, sponsors and supervisors were involved in the
development of the report and it is their inputs that lead to the
10 recommendations detailed in the report. The report study was
launched by Minister Síle deValera in May 2004.
Members of the CE Working Group and the Clare CDB met with Minister
Fahey in relation to the study. The need to increase numbers on
the CE scheme, the need to eliminate capping for those over 55 years
and for those on Disability Allowance and the need to encourage
more social inclusion type activities was discussed.
Members of SIM also met with Minister O’Cúiv in relation
to aspects of the study which related to the roll out of the Rural
Social Scheme (RSS). This scheme encourages social inclusion type
activities, but those eligible to apply must be from the farming/
fishing industry and in receipt of certain benefits. This minimises
the numbers who can benefit from the Scheme which has much merit
for those who can access it.
The Working Group welcomed the recent announcement by Minister
Killeen & Minister Martin to remove the 3-year cap for those
over 55years (up to a maximum of 6 years). However, the Group believes
that there are many more adaptations which could be made to the
current scheme which would enhance the scheme in County Clare.
