          Key Principles of the County Development Board (CDB)

What are the key Principles which will inform the work of the CDB?

The CDB will operate on the basis of real and meaningful partnership. Experience of partnership already exists amongst some agencies and interests acting in the county. The CDB provides a new forum where all relevant interests will come together to plan for the future of County Clare.

Community Development

To provide an outlet for full participation of local communities, in particular those in disadvantaged communities.

Social Inclusion

Continuation of the focus on social inclusion.

Partnership / Participation

The CDB is to be based on a meaningful involvement for the local communities, state sector and social partners.

Democratic legitimacy

A recognition of the legitimacy of local government given it being the only institution outside of Dáil Éireann and the Presidency that is based on universal suffrage.

Voluntary effort

The new model of integration must recognise the impact of unpaid voluntary effort and must harness this.

Simplicity

The functions and areas of local bodies must be clear and simple.

Value for money

The new process should seek to improve the use of existing resources and provide appropriate accountability.

Process

The actual process of participation is important as is the need for performance.

Flexibility

The new arrangements should ensure flexibility given the rate of change and be able to accommodate different approaches / solutions and innovation.

Thematic and area based approaches

The new arrangements need to recognise both a thematic approach and an area based approach. Often problems may be sectoral but their impact is area based.

Local government

The process of local government is to become both participative as well as representative.

Linkage with various programmes

Local agencies should be able to access resources to deliver services to an agreed level.
